Inspired by this video which I think perfectly describes Anthy's feeling regarding Utena as well as herself:

Anthy Himemiya is the greatest character to ever be written. It's not debatable. The layers to her character are never-ending. You can't call her one thing. Not one thing applies to her. Hell, she is MANY things. You're first introduction to her is that she's "weird" and with a popular handsome man. You then see her getting slapped around by this man and you fall under the impression she's helpless. But is she?
Even after finishing the show, the question is still very on my mind. To me, she is helpless but how much? How much is she allowing and how much could she stop? We learn that she's a "witch". Someone who locked their brother away from the angry storm of people trying to get at her brother. It's a selfless AND possessive action. She takes the "swords of hatred" and is forever cursed. Her brother turns from a prince to the literal devil and makes people duel in a game all so at the very end he can claim their victory and regain the power of dios for himself all while she manipulates the students around her into duelling. Knowing the kind of power she has, it makes you question every single one of her actions and what is the real her and what is not.
Then we have Utena. Sweet, selfless, kind-hearted, a little bit naive... But always has the best intentions. Most of the time. She gets under Anthy's skin. She doesn't treat Anthy as rose bride. In fact, she rejects it. She refuses to treat Anthy as some object and vows to protect her from everyone trying to do so. She has no intention to "revolutionise the world" and it's quite clear she's not even interested in any matters of the deulling game except to, really, protect Anthy. While that's all kind and nice, she fails to realise, in a way, she ends up using Anthy in her own way. Keeping her around, fighting these duels, vowing to "protect her" and being her "prince" is sorta to make HER feel special. A sorta way to pat herself on the back for all the good deeds she's doing. Well intentioned, yes, but slightly naive. Still, Anthy continues to grow fond of her.
